Function: decodeIotaPrivateKey()
function decodeIotaPrivateKey(value): ParsedKeypair;
This returns an ParsedKeypair object based by validating the
33-byte Bech32 encoded string starting with iotaprivkey, and
parse out the signature scheme and the private key in bytes.
